MANAGEMENT PRACTICES IN THE NIGERIAN PUBLIC SERVICE (A CASE STUDY OF THE NATIONAL ELECTRIC POWER AUTHORITY PLC)

Literature review has to do with the process of finding out the previous work done on a particular field of study articles, books, journals, periodicals newspapers, magazines, encyclopedias and all sort of materials with the intention of obtaining and recording information from them which are relevant and useful to the research topic or problem under investigation.

The exercise of literature review involves identifying, locating, selecting, and recording of information obtained from primary and secondary sources which the researcher find useful and related to his research study.

The information sought in literature review are inform of ideas, thoughts, and opinions expressed in a particular topic or idea as well as the result of empirical studies that have conclusions and recommendations which have some close and meaningful relation to the researcher that present their research problem.

 

2.1   THE ORIGING OF THE SUBJECT AREA

As to their primary role and arm of the executive under a public dispensation.

Impacting the knowledge, techniques and skills for performing those functions which hitherto were either deemphasized or not relevant under the military dispensation.

Exposure of the public service to the machinery of government under a democratic presidential system of governance.

Application of new management techniques and skills in the running of a bureaucracy in consonance with globalization and information technology and for the service to be cost effective.

Familiarization of officers with the systems and procedures for the conduct of government business as enshrined in the reviewed land updated manuals, handbooks and guidelines for operating the service. According to public servants with the key policy direction of the government in its quest to meet the peoples mandate and the need of the international community in area like management of the economy, national ethical orientation, customer service orientation and so many of them.

 

  • SCHOOL OF THOUGHT WITHIN THE SUBJECT AREA

This area gives direction to the leader on how to identify the place being researched.

However N.E.P.A which is my case study that is located at Okpara Avenue near Union Bank Plc Enugu the place they use to make their head office. This NEPA head-office is located at Okpara Avenue where it runs her. Operations for the inhabitants of Enugu metropolis.

This NEPA office helps the inhabitants to play their roles:

After consuming the power supply by NEPA they should now go to the nearby sub office of NEPA and make good NEPA consumed bills.

 

  • THE SCHOOL OF THOUGHT RELEVANT TO THE PROBLEM OF STUDY

The NEPA faces the problems of scarcity of technical capacity. Shortage of qualified manpower and glaring lack of capital. But the problem of the lack of adequate financial reserves.

This explains why only 40% of the workers has undergone training after the first induction training while 60% had not.

One way of solving this problem of inadequate managerial skills is to improve the quality of the present personnel.

However the direct need for training programme with this emerged.

The problems of assessing training scheme which one better put through this question:

What training do they need?

Training the researcher believes exist for the purpose not only for promoting employees learning of job-related skills but also the increase service ability or worth in the enterprises as well as the workers themselves. The problem of growth and expansion has made the problem of training more acute and has brought home to some public corporation the need to have a comprehensive training.

 

  • DIFFERENT METHOD OF STUDYING THE PROBLEM

This problems can be studying through attending various conferences organized by the various institutions in Nigerian Institute of Management Zaria and the administration can help to reduce it not eliminate the problems hitherto faced by these public corporations.

The problem can also be studying by sending the personnel to training outside the corporation to help inject new blood of ideas to the body of the corporation and also attending short courses, seminars and conferences cannot be under-estimated. Such conferences outside the corporations serves to a large extent as forms for exchanging ideas and perhaps the broadening of out looks that follows.

They can help academicians and manager meet to discuss problems posed to management by increased activities.

It is hoped that such a conductive atmosphere for discussion will provide positive solution to these problem. Also these institutions can be consulted in the field of management calculation since they are believed to have adequate information services on marketing Education and training. They can organize courses and seminars on a wide range of manpower development problems. One hope that efficiency on the NEPA will be much improved when a deligent completation and analysis of available information is given to them by such institutions. A deliberate effort should be made to improve the organizational health and job climate of NEPA.

The NEPA should ensure that they maintain among their employees a condition of congruent motivation among members of the group resulting in relatively high level of energy expenditure towards common goals having positive value. They should take care of the needs to establish conditions which will not alienate the individuals in the corporation. Such need should cover the provision of incentive schemes, the provision of factors that enhance job satisfaction, the existence of group cohesiveness to the degree that an individuals has a sense of being a part of the group effort, encouragement, and reward of creativity and innovation. The leadership element with in the corporation cannot expect creativity and innovation from the follower ship if the formal inhabits signs of a crusty rigidity and stubborn complacency of the status que.

So supporting the view is the fact profoundly and expressed by A.K Ubeku concerning the motivation of employees to work. To the people who work best when they consider that their work is important. It is therefore necessary to make an employees feel that his little job is a part of the total process and without it the process is not complete.

Finally people get most satisfaction from the job itself, therefore effort should be made to enrich the job satisfaction according to Ubeku is not likely to be achieved unless the basic needs are first satisfied and those varies from one individuals to another.

  • SUMMARY

The study is anchored on “systems model” this is the principles of getting together we stand divided will fall. All structures have to work harmoniously for the survival of the system.

Taking into consideration between administrative inefficiency man-power shortage (ie skilled and unskilled labour) political interference, employment training, job satisfaction as independent variables and effectiveness as dependent variable will be verified as this will make the issue much more clear. This serves as the basic of the study.
